The document states that:
- state institutions operating in industries with developed competition, where five or more private business entities operate on the same commodity market, are subject to abolition or sale to the private sector with transformation into business entities;
- state institutions must necessarily have treasury personal accounts on a Single Treasury Account.
From April 1, 2022:
- ministries, departments and local government bodies post on their official websites and update information on the name, types of activities, functions and powers, as well as the heads of state institutions that are part of them on an ongoing basis;
- information about state institutions in the context of regions and higher authorities is posted on the website of the Agency for State Asset Management;
- The Open Data Portal publishes information about higher-level organizations, real estate objects, construction in progress and vehicles, the composition of planned and incurred expenses of institutions and other information (with the exception of information of limited distribution or containing commercial secrets) with the creation of the possibility of familiarization in a format convenient for users;
- the decision on the establishment and the statute (regulation) of a state institution indicates its organizational and legal form - "state institution";
- shares and shares in the authorized fund (authorized capital) of business entities owned by state bodies, local public authorities, state unitary enterprises, state institutions, the Central Bank, as well as the Reconstruction and Development Fund, are state shares;
- shares and shares in the authorized fund (authorized capital) of business entities owned by business entities with state participation are not state shares.
From March 1, 2022 to August 1, 2023, state institutions are prohibited from establishing and participating in the authorized fund (authorized capital) of business entities, except in cases provided for by decisions of the President and the Cabinet of Ministers.
