During the discussion, the senators noted that the country is undergoing large-scale reforms in the field of social protection, especially in order to support people with disabilities and create additional opportunities for them.
In particular, the range of social services provided to children with disabilities has recently expanded, and guarantees of the rights of certain categories of the population in need of social assistance have been strengthened.
This Law establishes that payments of up to 3 million soums per month for each child paid by parents who use day care services for children with disabilities are included in the category of non-taxable income.
In addition, it provides that business entities that provide such services on the basis of a public-private partnership to children with disabilities between the ages of three and eighteen are exempt from paying all types of taxes until January 1, 2030, with the exception of social tax.
The category of citizens entitled to free use of public transport is also expanding.
The senators emphasized in their speeches that it is planned to employ women who have suffered from harassment and violence and have the appropriate knowledge and skills in government organizations.
During the discussion, it was emphasized that this Law serves to expand the scope of social services for people with disabilities, create additional amenities for certain categories of the population in need of social assistance, and guarantee their rights to employment.
At the end of the discussion, the senators approved the Law.
