The
document defines the general rules for protecting the population from the
harmful effects of noise, the procedure for state regulation in this area, the
powers of state bodies, and measures to protect citizens.
The law
establishes noise exposure standards, a list of actions that disturb the peace
and normal rest of citizens, as well as the time periods during which such
violations are not permitted.
On working
days, it is prohibited to create noise exceeding the permissible level between
22:00 and 07:00. On weekends and non‑working
holidays, the restriction will be in effect from 22:00 to 09:00.
The law
applies to noise from household and economic activities in residential
buildings, construction work, equipment, and transport.
The
permissible noise level is considered to be one that does not cause significant
discomfort to a person, does not lead to serious changes in the functional
systems and noise‑sensitive organs of the human body,
and is determined by sanitary rules and standards.
The
authorized body appointed is the Committee for Sanitary and Epidemiological
Welfare and Public Health under the Ministry of Health.
For damage
caused as a result of exposure to noise, citizens will be able to claim
compensation through the court.
The
document has been published in the National Legislation Database in the state
language and will come into force on December 11, 2026, according to “Norma”.
