In cities with developed night economies in the studied countries, annual incomes significantly stimulate economic growth.
For reference: according to data for 2023, the annual income from the night economy in London amounted to $ 44 billion, in Bangkok $ 10 billion, in New York $ 35 billion, in Dubai $ 29 billion and in Sydney $ 3.8 billion.
In addition, special zones have been allocated in these cities for the development of the night economy and additional jobs have been created, which contributes to the growth in the number of local and foreign tourists.
A number of reforms have been implemented in these countries to develop the night economy, including:
– providing entertainment establishments and restaurants with licenses for round-the-clock operation, as well as the introduction of norms into legislation that allow them to extend their opening hours;
– the introduction of the position of "night mayor" to support the night economy and ensure a balance of interests of night organizations and residents, which is the link between the city administration, business and the community;
– strengthening of police patrols and the organization of round-the-clock public transport routes to ensure safety at night in active areas;
– Development of financial support programs in the USA and Australia, including subsidies and preferential loans for entertainment venues and businesses operating at night.
Positive measures are also being taken in Uzbekistan to develop the night economy.
For example, there are 2 24—hour gastronomic streets in Tashkent (Sultonali Mashhadi and Taras Shevchenko streets), and there are plans to create 8 more such streets. In addition, the regional khokims have the authority to determine areas where the activities of shopping, entertainment and public institutions will not be restricted at night to attract tourists.
Nevertheless, for the effective development of the night economy in Tashkent, priority steps must be taken, and not limited to the transformation of individual streets into gastronomic zones.
In particular:
– there is still a high demand for transport services at night, which is currently being met only by private taxis, while round-the-clock public transport is not organized;
– There is a potential for 24/7 operation of cultural and sports institutions. For example, galleries, museums and cinemas can be granted the right to work around the clock, and for sports grounds, esports and fitness clubs - to extend working hours;
– also, an electronic platform with information about night establishments (cafes, clubs, museums and sports complexes), accessible to local residents and tourists, has not been created.;
Based on the above, the Agency for Strategic Reforms has developed the following proposals for the development of the night economy in Uzbekistan:
1. Create a working group on the development of the night economy and tourism from February 1, 2025.
2. To support the night economy, ensure the round-the-clock operation of entertainment venues on Fridays and Saturdays and remove restrictions on their working hours.
3. Identify tourist-attractive areas in Tashkent and organize spaces for night activities in them.
4. Switch public transport in Tashkent to a round-the-clock mode.
5. Create an electronic platform "Night Tashkent" with information about night establishments, public transport routes and special offers.
6. Modernize certain areas for the night economy, enhance street lighting and create additional amenities for residents and tourists.
Taking into account the above, it seems advisable to develop a draft Decree of the President of the Republic of Uzbekistan "On measures for the further development of the night economy in Uzbekistan", as well as to prepare a Law of the Republic of Uzbekistan providing for the reform of the licensing system in the field of the night economy.
