A special commission has been formed to implement urgent measures to improve the state of the environment in the city. Its main tasks are:

constant analysis and monitoring of the environmental situation in Tashkent, forecasting trends of its deterioration;

coordinating the actions of government agencies, including law enforcement and regulatory authorities, to stabilize the environmental situation, organizing the necessary interaction and information exchange between them;

coordination of scientific research on environmental problems, development and implementation of modern and effective methods of their prevention, including through the study of international experience and the involvement of foreign and domestic scientists and specialists;

in case of deterioration of the environmental situation in Tashkent, identification of specific measures to mitigate its consequences, including sources of financing, including from the State Trust Fund for the Elimination of Environmental Problems of the country;

effective organization of explanatory work on the current environmental situation, its impact on public health and prevention methods with the involvement of mass media.

A special commission is authorized to:

to impose restrictions on the activities of industrial enterprises, transport, heat supply and other industries during periods of increased natural dust;

restrict the movement of vehicles, including:

- introduce temporary restrictions on the movement of cargo vehicles in Tashkent;

- introduce restrictions on the movement of vehicles, including on odd and even days (with the exception of electric vehicles);

- identify streets and other territories where traffic is temporarily restricted;

temporarily or completely suspend the operation of greenhouses and other facilities that emit substances that negatively affect the quality of atmospheric air.;

identify industrial enterprises and zones that must be moved from Tashkent to other territories.;

determine the permissible amount of emissions for industrial enterprises and take measures in accordance with the established procedure to terminate the activities of industrial enterprises that violate this requirement.;

establish restrictions and requirements for the performance of construction work, including the installation of dust suppression equipment during construction and other requirements;

coordinate the construction of water bodies in coastal and water protection zones.

The Ministry of Health, together with the Committee on Ecology, must, by December 1, 2025,:

to develop a national recommended indexation of air quality indicators based on the recommendations of the World Health Organization (green, yellow, red, brown);

to develop recommendations for reducing the effects of polluted air on the human body based on recommended indexing;

to implement an early warning system for the population by the sanitary authorities in cases of a sharp deterioration in air quality.
