It was noted that in the process of the Republic of Uzbekistan's accession to the World Trade Organization, there is a need to bring national legislation in the field of quarantine and plant protection in line with the rules and regulations stipulated by the Organization's agreements.

The Law brings the basic concepts set out in the Law "On Plant Quarantine" into line with the dictionary of phytosanitary terms approved under the International Convention on Quarantine and Plant Protection.

The powers of local representative State authorities and local executive authorities in the field of plant quarantine are also clearly defined.

The powers of the Plant Quarantine and Protection Agency are being expanded. Thus, such powers are established as the analysis of phytosanitary risk, the approval of an automated selection mechanism based on risk management within the framework of phytosanitary control, the development and approval of rules and methods for phytosanitary treatment of quarantined products, laboratory research methods in the field of plant quarantine, the development of requirements and licensing procedures for phytosanitary disinfection.

At the same time, the laws "On State Duty" and "On Licensing, Licensing and Notification Procedures" introduce norms defining the granting of licenses to legal entities to carry out phytosanitary disinfection activities for a limited period and the establishment of a state fee for carrying out this activity, clarifying the name of the license and its subspecies and setting the amount of fines for offenses. committed in the course of this activity.

The senators stressed that the adoption of the Law serves to bring national legislation in the field of quarantine and plant protection in line with international standards, further improve phytosanitary disinfection activities and ensure unhindered circulation of products in international trade.

The law was approved by the senators.
