According to the Decree, from April 1, 2026, the procedure for applying financial sanctions to legal entities for violating legislation in the field of ecology, environmental protection and nature management will be introduced, while:
Financial sanctions are applied only to legal entities in the form of monetary penalties (fines).
It is not allowed to apply administrative penalties to employees of legal entities who have been financially sanctioned for the same offense.
receiving a warning to prevent a repeat offense and paying a fine do not release the person who violated the law from the obligation to execute the decision (representations, instructions) The Environmental Committee.
The State Environmental Control Inspectorate (Eco police) is also being established on the basis of the National Committee on Ecology and Climate Change.
The Eco police is a special unit of the Committee on Ecology that performs certain law enforcement functions in the field of environmental safety and prevention of environmental offenses.
According to the Decree, the Chairman of the Committee on Ecology is also the head of the Eco police. The Deputy Head of the Eco police simultaneously holds the position of Deputy Chairman of the Committee and heads the operational headquarters of the Eco police.
The eco police is allowed to form its territorial divisions within natural ecological zones, without taking into account administrative-territorial borders.
Environmental Police officers are given the right to use physical force, special means (including electric shock devices) and service weapons (rubber bullets, devices for firing nets). Body cameras will be installed on the employees' uniforms.
Until appropriate changes are made to the legislation, the procedure for the use of physical force, special means and service weapons by Eco police officers will be regulated by the Law of the Republic of Uzbekistan "On Internal Affairs Bodies".
