According to the decree, the procedure for appointing (electing) judges for another 10-year term is abolished.

The procedure for appointing (electing) candidates to judicial positions is established, initially for a 5-year term, and subsequently for an indefinite period.

The procedure for selecting candidates for the positions of chairmen and deputy chairmen of inter-district, district and city courts among judges is being introduced through an open competition based on specific criteria.

At the level of the law, clear criteria will be defined for such requirements as "honesty", "competence" and "compliance with the ethical rules of judges" when evaluating the professional activities of judges.

In addition, candidates for permanent positions of judges of the Supreme Judicial Council will be recommended by the qualification boards of judges of the relevant court.

At the same time, judges who have worked as a judge for at least 7 years can usually be nominated for the positions of permanent judges of the Council.
