Uzbekistan has established a procedure for detecting cases of violence against children and ensuring their protection

    The Decree of the Government of the Republic of Uzbekistan (No. 440 dated 07/14/2025) approved the Regulation on the procedure for detecting cases of violence against children, assessing the degree of risk, developing and implementing a protection plan.

    According to the Regulation, children who have suffered violence or are at risk of committing it can apply independently or through their legal representatives to the Inson centers, internal affairs bodies and other responsible authorities.

    The Inson centers, with the participation of law enforcement agencies, study the child's life situation for one day.

    At the same time, the Inson center conducts a preliminary assessment of factors that threaten the child's life or health, and can determine the degree of risk as "low" or "high".

    If the degree of risk is assessed as "high", the internal affairs bodies take one of the following measures:

    administrative detention of a person who committed violence and the use of procedural coercion measures;

    issuing a protective order to a child or his legal representative;

    removing a child from his parents (one of them) or from other persons under whose care he is, and ensuring his safety.

    After eliminating the threatening factors, the Inson Center conducts a comprehensive assessment of the child's life situation within 14 calendar days.

    Based on the results of a comprehensive assessment, a child protection plan is being developed within three working days.

    The following measures may be applied to persons who have committed violence or are inclined to commit it:

    completion of the correctional program;

    removal of children;

    restriction or deprivation of parental rights;

    compulsory treatment in drug treatment facilities;

    the appointment of compulsory medical measures.
