According to the draft, permission not to fasten a seat belt is granted in the presence of one of 17 diseases or conditions, including:
· fractures of the collarbone and sternum;
· fractures of the shoulder girdle;
· fractures of the ribs;
· compression fractures of the spine;
· chronic obstructive pulmonary disease (stage IV);
· bronchial asthma (stage IV);
· interstitial lung injury;
· removal of a part or a whole lung (left or right);
· stage III or decompensated chronic heart failure;
· grade III obesity (morbid, body mass index ≥ 40);
· low height (nanism) - below 150 cm;
· neurological disorders that restrict arm or shoulder movement;
· severe forms of allergic and dermatological diseases in the breast area (eczema, psoriasis);
· the presence of prostheses or implants in the chest or shoulder area;
· previous open operations on the chest or abdominal cavity;
· the presence of a stoma (artificial exit);
· large tumors in the chest area;
· pregnancy.
The document has not yet entered into force.
Medical certificates confirming the presence of these diseases will be issued electronically with a QR code (barcode) through the Electronic Health information system. They will be issued by the primary health care institutions to which the citizen is attached.
The certificate is valid for six months.
