As part of the resolution, financial support tools for farmers and homestead owners are being expanded. Subsidies for master farmers specializing in high-yield products are being introduced at the expense of the profile fund, as well as compensation for the costs of reconstructing old gardens, laying new plantings, installing drip irrigation systems and collecting rainwater. In areas with water scarcity, up to 70% of the costs of drilling wells and installing solar panels are reimbursed.

Self-employed citizens are provided with unsecured loans of up to 50 million soums, and in livestock and tourist mahallas - up to 100-150 million soums. This eliminates the requirement for prepayment for goods and services purchased with credit funds.

Starting in March 2026, interest rate compensation for loans under the Mahalla Project program will be introduced, as well as social support measures for families from the Social Register - insulation of houses, installation of energy-saving windows and alternative energy sources.

The fight against informal employment will intensify. Warnings will be sent to employers who have committed violations, and if they voluntarily sign employment contracts and pay salaries within a month, they will be released from administrative responsibility. At the same time, such violations will become a factor reducing the sustainability rating of entrepreneurs.
