The purpose of this law is:

• organization and use of the highway network in the interests of highway users, highway owners and the state, definition of the basics of road activities;
• improvement of road facilities;
• ensuring the safety and development of public roads, improving their technical condition;
• encouraging the introduction of advanced technologies and standards in the field of road activities;
• ensuring effective and fair competition in the market of works and (or) services in the implementation of road activities;
• improving the investment climate in the use of highways and traffic;
• ensuring the integration of highways into the international transport network.
