The event gathered representatives from Uzbekistan’s top educational and research institutions, state administrative bodies, as well as professors from international partner universities, including the Al-Farabi Kazakh National University. The conference served as a platform for interdisciplinary dialogue on global trends in education, science, cultural heritage, and technology governance, while also examining their implications for Uzbekistan’s legal system.
Reflecting on UNESCO’s Global Agenda: Participants conducted a comprehensive review of the resolutions adopted during the UNESCO General Conference in Samarkand — the first time Uzbekistan hosted a session of this magnitude. Specialists discussed the strategic initiatives introduced at the session and evaluated the legal and policy frameworks needed to ensure their effective implementation at the national level.
Experts highlighted how these global initiatives intersect with Uzbekistan’s ongoing reforms, particularly in the legal, educational, and cultural sectors. Discussions focused not only on theoretical implications but also on practical steps for aligning national legislation and regulatory practices with UNESCO’s global standards.
Strengthening Academic and Institutional Cooperation: The presence of foreign scholars and representatives of partner institutions underscored TSUL’s growing role as a regional hub for international academic cooperation. The university continues to expand its partnerships in the fields of public international law, human rights protection, cultural heritage law, and digital governance — areas that are becoming increasingly relevant in global policymaking.
Participants also emphasized the importance of fostering international research collaborations, joint educational programs, academic exchanges, and policy dialogues that can contribute to the development of evidence-based reforms in Uzbekistan.
Key Outcomes and Recommendations: At the conclusion of the conference, participants presented a set of expert recommendations aimed at:
- enhancing the legal mechanisms for implementing UNESCO resolutions in Uzbekistan;
- supporting the integration of global human rights and education standards into domestic law;
- promoting inter-institutional cooperation in cultural heritage protection;
- strengthening digital literacy and cybersecurity within the education sector;
- advancing gender equality and leadership opportunities for women;
- ensuring ethical governance of artificial intelligence and emerging technologies.
The recommendations will serve as a basis for further academic research and legislative initiatives, supporting Uzbekistan’s efforts to harmonize its legal framework with international standards.
TSUL’s Expanding International Role: The conference reaffirmed Tashkent State University of Law’s commitment to contributing to global academic discourse and strengthening Uzbekistan’s role within UNESCO’s international initiatives. By hosting interdisciplinary events of this scale, TSUL continues to promote research-driven policymaking and to foster dialogue between academia, government institutions, and international organizations.
As Uzbekistan deepens its legal and educational reforms, TSUL is positioning itself as a leading institution in shaping modern legal scholarship, advancing human rights education, and supporting the country’s integration into the global community.
