Uzbekistan ranked 79th in the Global Innovation Index – 2025

    In the annual ranking of the Global Innovation Index (GII) for 2025, Uzbekistan ranked 79th among 139 countries in the world.

    The report was prepared by the World Intellectual Property Organization (WIPO) in collaboration with the Portulans Institute (USA), international corporations and academic centers.

    The index is considered one of the key studies in the field of innovative development and includes almost 80 indicators combined into two sub-indexes and seven groups of areas.

    In the group of lower-middle-income countries, Uzbekistan took the 7th place, rising from the 10th position last year. In the region of Central and South Asia, the republic is in 3rd place after India and Iran (in 2024 it was in 4th position). According to the sub-indexes, the country ranked 69th in terms of investment and resources in innovation and 92nd in terms of innovation performance.

    In 2025, Uzbekistan improved its position in 36 indicators at once, and retained the result of last year in 7 indicators. Progress is particularly noticeable in the areas of "human capital and scientific research" (+12), "infrastructure" (+1), "market development" (+4) and "knowledge and technological products" (+10).

    Among the most significant achievements is the country's entry into the world top ten in financing startups and scalps, where Uzbekistan took 6th place. In the "cost of unicorns" indicator, the republic rose by 13 positions to 36th place, thanks to the inclusion of Uzum in the global list of technology companies - "unicorns".

    Significant growth was also recorded in other areas: import of high-tech products (18th place, +24), the number of ISO 9001 certificates (48th place, +21), admission of students to universities (61st place, +20), income from intellectual property (90th place, +17), exports of high-tech goods (85th place, +14), exports of creative products (54th place, +11), as well as government spending on education (24th place, +10).

    Separately, it is worth noting the progress in the field of higher education. Tashkent Irrigation and Agricultural University and the Mirzo Ulugbek National University of Uzbekistan have improved their positions in the QS World University Rankings. This allowed the country to rise to 64th place according to the "average score of the three leading universities" indicator. In addition, seven Uzbek universities have already been included in the list of the best universities in the world in the QS 2026 ranking.

    For reference: Uzbekistan first entered the GII ranking in 2015, when the republic was ranked 122nd among 141 countries. In subsequent years, the country's position gradually improved: in 2020 - 93rd place, in 2021 - 86th, in 2022 and 2023 - 82nd, in 2024 – 83rd among 132 countries.

    According to the strategy "Uzbekistan - 2030", the country's goal is to enter the TOP 50 most innovative countries in the world by 2030. To this end, work is underway to improve the national innovation ecosystem, improve the quality of statistics and expand international cooperation.
