The main objectives of the Decree are defined, in particular:

· assistance in obtaining a permanent source of income for 16,000 young people included in the Youth Notebook;

· a 10% increase in the proportion of young people who regularly read popular science and fiction within the framework of the Mutolaa project;

· a 30% increase in the proportion of young people who have mastered foreign languages within the framework of the Ibrat Farzandlari project.

According to the Decree, starting from February 1, 2026, the established types of social assistance will be provided to young people from families included in the Register of Low-income Families through a social contract on the following conditions:

· implementation of continuous learning;

· achieving positive performance indicators in the learning process;

· implementation of volunteer activities;

· participation in projects within the framework of the Olympiad of Five Initiatives.
