In accordance with the changes, users of the radio frequency spectrum have the right to use the radio frequency spectrum assigned to them jointly with other users.
According to the document, the current ban on the transfer by users of the radio frequency spectrum of the right to use it to another person limits the possibilities for further effective development of this sphere.
The joint use of the radio frequency spectrum is carried out by concluding a contract based on the appropriate permission of the radio frequency authority. This permission is issued according to the radio frequency bands.
For reference: radio frequency bodies include: The Ministry of Digital Technologies; the Ministry of Defense; the State Security Service.
Users of the radio frequency spectrum should take information security measures to ensure:
- exclusion of unauthorized access to transmitted information, uncontrolled use and shutdown of communication systems, as well as their use for purposes detrimental to the individual, society and the state;
- confidentiality, integrity and the possibility of using information (data) in the process of its (their) transfer;
- the immutability of the mode of operation of the communication system in case of unauthorized or unintentional interference attempts.
