These measures are primarily aimed at strict control of entry into the territory of the holy city of Mecca, the Dunyo news agency reports.

According to the new rules, from April 13, 2026, entry to Mecca will be possible only with a special permit.

Only persons with official documents of residence in Mecca, holders of an official Hajj permit, as well as employees with special electronic work permits issued through the Tasrih, Absher Afrad and Bawaba Muqim platforms will have the right to enter.

In addition, from April 18, 2026, entry and stay in Mecca for all holders of visas of any type (with the exception of Hajj visas) will be prohibited. The deadline for departure from the country is April 18, 2026 for pilgrims who arrived on a Hajj visa. From April 18 to May 31, the issuance of Hajj permits will be temporarily suspended.

It is reported that strict penalties are provided for non-compliance with the rules. In particular, persons who violated the established requirements or contributed to their violation during the Hajj period can be fined up to 20,000 Saudi riyals (about 5.5 thousand US dollars).

A fine of up to 100,000 Saudi riyals (about 26,500 US dollars) is provided for illegal transportation, shelter or assistance to pilgrims between April 18 and May 31. Violators can be deported and denied the right to enter the country for up to 10 years. Vehicles used in illegal transportation are subject to confiscation.

The Saudi Interior Ministry called on all citizens and pilgrims to strictly observe the established rules. Special contact numbers have been introduced for reporting violations. Citizens can report violations in the Mecca area by calling 911.

Uzbek citizens are advised to perform Hajj exclusively in an official and legal manner. Traveling without a permit can lead not only to financial penalties, but also to deportation and lengthy entry bans.
