Starting from January services will be provided based on the "Start a Business in 15 Minutes" principle

By the Presidential Decree (No. PD-214, dated November 14,2025) "On next steps to simplify business procedures and licensing and permitting procedures" was adopted.

The main goal of adopting the Decree is set to reduce administrative costs for entrepreneurs by up to 90 billion sums and save up to 15 days of their time in the process of interaction with state bodies.

According to the Decree, starting from January 1, 2026, the following services will be provided simultaneously when registering entrepreneurs under the "Start a Business in 15 Minutes" principle:

Issuance of an electronic digital signature key;
Submission of an application to open bank accounts and their activation;
Submission of an application or notification to obtain a license or permit for certain types of activities;
Formalization of a real estate lease agreement;
Obtaining a VAT payer certificate;
Online purchase of online control-cash machines and their registration with tax authorities;
Appointment of the head of a legal entity and their registration in the "Yagona Milliy Mehnat Tizimi" (Single National Labor System) interdepartmental software and hardware complex.
