What changes are expected in the trade of goods with mandatory digital labeling?

    The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On the regulation of retail trade in goods requiring mandatory digital labeling" dated 08/03/2024 No. 478 was adopted.

    The Tax Committee has been instructed to introduce control over the registration of enterprises engaged in the retail sale of alcoholic and tobacco products, beer, medicines and household appliances in the national Asl Belgisi system by September 1, 2024.

    In the event of a shutdown of the activities of business entities engaged in retail trade in goods subject to digital labeling, they must notify the district (city) tax inspectorate about this one month in advance. At the same time, the tax authority checks the payment of trade fees within 3 days, as well as conducts an inventory of the remains in the warehouse of beer, alcoholic and tobacco products.

    By August 1, 2026, the Tax Committee will develop proposals on the introduction of mandatory confiscation of counterfeit products and goods with fake markings, as well as criminal liability for their production, import or sale.

    Together with the relevant ministries and departments, it is planned to prepare a draft NPA by November 1, 2024, providing for the requirement for the wholesale sale of digitally labeled products only in non-cash form.

    In addition, with the involvement of foreign experts, a draft law "On Trade" will be developed, regulating the rules of wholesale and retail trade, as well as labeling.

    The document approved the "Action Plan to accelerate the implementation of mandatory digital labeling".

    The document was published in the National Database of Legislation in the state language and entered into force on 08/05/2024, Norma reports.
