At the meeting, the draft law "On amendments and additions to the Code of the Republic of Uzbekistan on Administrative Responsibility", developed by a group of deputies on the basis of the right of legislative initiative, was conceptually considered in the first reading.
The draft proposes to introduce a number of additions and amendments to the Code of Administrative Responsibility.
In particular, it provides for the establishment of liability measures for failure to provide the buyer with information about changes in the odometer readings, a device indicating the mileage of a vehicle, or about its replacement, prior to the sale of transport.
It also provides for the participation of a teacher or psychologist in the consideration of cases of administrative offenses involving minors. Ensuring the participation of a teacher and (or) a psychologist in the consideration of such cases is entrusted to the authorities (officials) authorized to consider cases of administrative offenses.
In addition, it defines the right of the person being held administratively liable, the victim, the lawyer and the legal representative to refuse the participation of a judge or official, as well as the circumstances preventing participation in the proceedings on an administrative offense.
The draft law provides that when imposing a punishment in the form of deprivation of special rights for up to one and a half years, the opportunity to file a petition for a reduction in the term of deprivation of special rights will be provided after half of the term, and when imposing a punishment for a period of one and a half to three years - after two thirds of the term. At the same time, a category of persons is provided who do not have the right to file a petition for a reduction in the term of deprivation of a special right.
This draft law is aimed at ensuring guarantees of consumer rights, comprehensive protection of the rights of minors, their psychological support during the consideration of cases, as well as strengthening citizens' confidence in fair justice.
The draft law was adopted by the deputies at the meeting.

In recent years, large-scale work has been carried out in the country to strengthen national harmony, unity and cohesion, create equal rights and opportunities for all citizens, as well as to increase the activity of the multinational people in the prosperity of their native Uzbekistan.
Article 4 of the Constitution stipulates that Uzbekistan ensures respect for the languages, customs and traditions of the nations and nationalities living on its territory, and creates conditions for their development.
The practical expression of this constitutional norm is the fact that today representatives of more than 130 nations and nationalities live in our country as a single family, a single people - in the spirit of national harmony, friendship and mutual respect.
Only this year, a presidential decree and Decree were adopted aimed at bringing work in this area to a new level. In particular, according to the regulation approved by the decree of March 19, 2025, the Committee on Interethnic Relations and Compatriots Abroad is tasked with the effective implementation of state policy to strengthen national harmony and ties with compatriots abroad.
Based on this, the meeting decided to hear information from the Chairman of the Committee on Interethnic Relations and Compatriots Abroad on this issue.
