Draft law on silence: new noise standards have been defined in Uzbekistan

    The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan has reviewed the draft law "On protection of the population from harmful noise effects" in the second reading.

    This draft law, developed in order to regulate relations in the field of protection of the population from harmful noise effects, has been prepared for the second reading and finalized taking into account the proposals of the factions of political parties, deputies, members of the public council under the committee and experts in the field.

    In particular, the bill proposes to change the time during which it is not allowed to disturb the peace and normal rest of citizens, from the current seven hours (from 23:00 to 06:00) to eight hours (from 23:00 to 07:00), and on weekends and non-working holidays, established by law, - from 22:00 to 09:00. During this period, measures of administrative responsibility for disturbing the peace and normal rest of citizens are being strengthened.

    The bill also establishes that construction and repair work, the noise level of which exceeds the permissible standards, can be carried out in apartment buildings only on working days from 09:00 to 18:00.

    It is envisaged that the damage caused by the harmful effects of noise will be compensated in court. At the same time, payment of compensation does not exempt violators from carrying out measures aimed at preventing harmful effects of noise. In addition, for employees who work in conditions of exceeding the permissible noise level, wages will be paid in an increased amount in accordance with labor legislation.

    It also clarifies the mechanism for suspending the activities of facilities that systematically emit noise exceeding the established norm for a period of time during which it is not allowed to disturb the peace and normal rest of citizens.

    It was noted that the adoption of the draft law will serve to create effective legal mechanisms to protect the health and tranquility of the population from any harmful noise effects.

    The draft law was adopted by the deputies and sent to the Senate.
