In a broad format, the heads of delegations discussed and approved a draft Action Plan for the preparation and celebration of the 80th anniversary of Victory in the Great Patriotic War in the Commonwealth of Independent States in 2025. The document provides for a number of events dedicated to significant events and memorable dates. Much attention is paid to patriotic education, providing comprehensive coverage of the celebration of the Victory anniversary and exposing attempts to falsify the events and results of the war. The draft Plan also defines measures for the social protection of participants of the Great Patriotic War and persons equated to them.

Russian Russian Foreign Ministers also approved draft agreements on the establishment of an International organization for the Russian Language, statements on cooperation in the field of digitalization in public administration, on international relations in a multipolar world, on the protection of human and civil rights to freedom of religion, on the support and promotion of the Russian language as a language of interethnic communication.

The members of the Council of Foreign Ministers also approved the draft agreements sent to the summit on the formation of an International Center for Risk Assessment of the Legalization of Proceeds from Crime and the financing of terrorism and on the formation of a Coordinating Council in the field of forensic expertise, an Interstate program of joint measures to combat crime for 2024-2028 and documents related to the establishment of the medal "For Contribution to the Consolidation of Peace", as well as the Observer status at the Commonwealth of Independent States and the status of a CIS Partner.

The Council of Foreign Ministers has approved a Plan for multi-level inter-ministerial consultations within the CIS for 2024. In addition to the traditional topics, the Plan proposes to hold consultations on cooperation in the field of culture, science, education, sports, tourism, youth policy, on economic cooperation within the framework of regional economic associations and economic aspects of the climate agenda, as well as on energy transition and the development of low-carbon energy.

The Action Plan for 2024-2026 on the implementation of the Strategy for the Development of Cooperation between the CIS member states in the field of tourism has been approved. The document includes both long-term projects and programs, as well as individual thematic events.

The Foreign ministers also approved an Action Plan for 2024-2026 for the implementation of the Strategy for the Development of Cooperation in the Field of Physical Culture and Sports. The Plan includes measures aimed at improving state and public administration in the field of physical culture and sports.

The meeting approved the draft Action Plan for holding the Year of Volunteer Movement in the Commonwealth of Independent States in 2024 and the Regulations on the CIS Championship (Championship, Cup). Both documents will be submitted for consideration by the next Council of Heads of Government of the Commonwealth.
