According to the decree, commercial banks will provide preferential loans to finance the costs of growing fodder and oilseed crops for a period of 12 months at a rate of 12 percent per annum in the amount of up to 50 percent of the cost of the crop.
In the period from November 1, 2025 to December 31, 2030, the Company for the Development of Entrepreneurship JSC, at the expense of the Loan Interest Expense Compensation Fund, will cover entrepreneurs in accordance with the established directions and conditions.:
for loans allocated in national currency (in the amount not exceeding 2 times the amount of the Central Bank's basic rate) - a portion exceeding 4 percentage points, but not more than 10 percentage points of the basic rate;
for loans allocated in foreign currency - a portion exceeding 8 percent per annum, but not more than 4 percentage points.
Starting from January 1, 2026, 50 percent of the cost of electricity used for irrigation by pumping units of farms growing fodder and oilseed crops will be covered from the State Budget.
