According to the Resolution, the following main directions have been identified for the sustainable provision of thermal energy to residential buildings, buildings and structures, as well as improving the energy efficiency of buildings over the next 5 years, including:
· maintaining a unified state policy in this area, developing strategic proposals based on best international practices, and creating an organization for managing and coordinating the activities of heat supply enterprises;
· reducing the gas demand of one apartment by at least 20 percent through the construction of local boiler houses for heating multi-apartment buildings with four or more floors that are not connected to a centralized heat supply, as well as the introduction of other alternative technologies.
The following activities will also be implemented:
· updating outdated 103 boilers and 1.6 thousand kilometers of heating networks of centralized heating systems;
· modernization based on public-private partnership in 9 cities and districts and with the participation of international financial institutions in 13 cities and districts;
· bringing district heating coverage from 37 percent to 58 percent, reducing losses in the system from 38 percent to 20 percent.
