The document provides for:

creation of a unified system of national education in organizations of preschool, general, special, vocational and higher education, the introduction of a vertical system of loyalty to the Motherland and active citizenship;

the implementation of the "National Education Model" to achieve the main goal, objectives and objectives of the program;

the introduction of specific mechanisms for educating the younger generation in the spirit of loyalty and patriotism to national personnel.

The program is implemented in three stages:

Stage I - children aged 3-6 years old who are brought up in preschool educational institutions are taught the skills of forming a sense of national identity, self-control and the desire for self-expression, as well as interaction with the outside world.;

Stage II - students aged 7-18 years old, studying in general secondary educational institutions, are taught the skills of in-depth study of the spiritual heritage of great ancestors, self-confidence, independence in decision-making, a healthy worldview, tolerance, duty and responsibility;

At the third stage, students aged 16-22 will develop respect for national values, active citizenship, readiness to defend their homeland, prepare for military service and contribute to raising the status and prestige of Uzbekistan in the world community in specialized secondary, vocational and higher educational institutions.

It has been established that every Monday in all educational institutions a lesson "Hour of the future" will be held.

To achieve the goals set out in the program, a National Education Model of Uzbekistan will be developed by June 1, 2026.

A national competition will be held annually among leaders and teachers responsible for spiritual and educational work.

The document also approved a Roadmap for the implementation of a program to improve the effectiveness of youth education in the continuing education system in the spirit of loyalty to national values and patriotism in 2026.

The document was published in the National Database of Legislation in the official language and entered into force on January 29, 2026, Norma reports.
