As noted in the Ministry of Economic Finance, changes are being made to the current procedure for regulating the processes of initiative budgeting aimed at strengthening the broad involvement of the population in this process, taking into account the experience gained over the past period. In addition, it is expected that the innovations will serve to further improve this system.
One of the planned changes is the introduction of the principle of "One citizen - one vote". This means that each person will be able to vote only once, regardless of the number of SIM cards registered in the name of the voter and the operators to which they are connected.
Thus, those who wish to vote from other numbers recorded on them will not be able to do so. This, as experts noted, will avoid the problem of artificial vote fraud.
Other innovations include updating the composition of the working commission "in order to ensure transparency and fairness in the selection of projects"; the formation of procurement-related projects based on an electronic register approved by the relevant ministries. Also, now the Mening Yo’lim project is held annually as part of the first season of the "Initiative Budget" process.
In addition, the selection stage will be conducted by the authorized body in those areas and cities where there is an unjustified rejection of projects.
As part of public control, citizens will be able to leave an "emergency message" through the portal when violations or deficiencies are detected. These projects will be monitored by the authorized body.
By the end of the year, the Ministry of Economic Finance will annually encourage groups of citizens who have been active in the process of initiative budgeting in December.
There are also changes related to the introduction of proposals for the inclusion of contractors who have committed deficiencies in the unified register of unscrupulous contractors of the Shaffoff-Kurilish system.
Recall that the first season of the "Initiative Budget" 2024 will begin today, February 1. More than 3 trillion soums are allocated from district and city budgets for its implementation. The maximum cost of the project this year will be 1.36 billion soums.
