The deputies proposed to allocate an additional 25.8 billion soums from the State Budget to the healthcare system

    On November 21, 2023, at the next plenary session of the Legislative Chamber of the Oliy Majlis, deputies in the second reading considered the draft law "On the State Budget of the Republic of Uzbekistan for 2024".

    The discussion of the draft law on the State Budget this year was fundamentally different from the previous ones. In particular, the deputies took an active part in the meetings of the responsible committee, as well as in discussions in the factions of political parties. Government departments and ministries also approached the discussion of the document with full responsibility. At the meetings, deputies asked more than 100 questions, received detailed answers from relevant ministries and departments.

    It was noted that structural reforms to liberalize the economy, the implementation of programs for the development of industries, spheres, small businesses and regions, the implementation of mutually agreed tax, budget and monetary policies can mitigate the negative consequences of external threats to the country's economy.

    At the meeting, attention was focused on an in-depth analysis of the revenues and expenditures of the State Budget and the budgets of state trust funds, the activities provided for in the project on local budgets and State trust funds, as well as information on their sources of financing.

    During the preparation of the draft law by the responsible committee for the second reading, the compliance of the norms of the articles of the document with the decrees and resolutions of the President and Government resolutions was studied. The issues of financing the activities identified in 2024 in the implementation of the goals and objectives provided for by the Strategy "Uzbekistan - 2030" were also clarified.

    Special attention is also paid to the conclusions of the Accounts Chamber in the process of preparing the bill for the second reading. Taking into account the opinions of deputies on these conclusions, the issue of reflecting reasonable proposals in the Tax and Budget Codes has been studied.

    With the participation of responsible relevant ministries and departments of health, education, agriculture, culture and other industries, discussions were held on the proposals of deputies on planning budget funds, increasing the efficiency of their use and improving inter-budgetary relations. Explanations are also given on the issues raised by each deputy.

    The deputies paid special attention to the increase in budget revenues in the discussions. The deputies separately noted the fact that many proposals and recommendations aimed at maximizing the reduction of the shadow economy, the abolition of inefficient tax benefits that negatively affect the competitive environment in order to create equal opportunities for entrepreneurs, thereby expanding the tax base, effective and targeted use of budget funds allocated to ministries and departments, ensuring their effectiveness, were they have been studied in detail and most of them are reflected in the project.

    In particular, it provides for the establishment of differentiated fares for vehicles with a carrying capacity of more than 10 tons. At the same time, a fee is provided in the amount of 5 to 10 times the amount of the base calculated value, depending on the load capacity.

    The proposal made by the deputies in the first reading on excise tax has been thoroughly studied with the ministries and departments concerned, and taking into account the impact of the proposed excise tax on the cost of products and financial results of business entities, it is proposed to establish an excise tax of 2000 soums per liter of energy drinks.

    Also, taking into account the high demand of the population for medical services, it was determined to allocate an additional 25.8 billion soums to the healthcare system. Taking into account the importance of reforming the sphere of physical culture and sports and the formation of a healthy lifestyle among the population, as one of the important directions of state policy, 54 billion soums were additionally allocated for the implementation of programs for the popularization and development of sports.

    It was noted that in order to create appropriate conditions for the use of the library by young people in the evening, it is planned to allocate additional funds for the expenses of the Fund for the Development of Information and Library Institutions at the Alisher Navoi National Library of Uzbekistan - an information resource center.

    At the meeting, explanations were given to the questions raised by the deputies on health, education, agriculture, culture and other spheres. The ongoing work on the allocation of subsidies, ensuring the openness of the budget, improving the system of financial control and internal audit, the introduction of health insurance was also discussed.

    The deputies supported that in order to avoid exceeding the limited size of the consolidated budget deficit, the proposed bill determines that additional expenditures from the State Budget and state trust funds of the Republic of Uzbekistan will be carried out only if there is an additional source of income or by reducing other expenditures.

    At the meeting, the bill was adopted by deputies and sent to the Senate.
