In accordance with Article 13 of the Paris Agreement on Climate Change, it is envisaged to improve transparency in order to assess on an ongoing basis the results achieved by countries in reducing greenhouse gas emissions and countering climate change by taking measures to mitigate and adapt to climate change.

At the same time, it is necessary to communicate to the public the results of monitoring and reporting on greenhouse gas emissions, as well as information about the processes of adaptation to climate change through a transparency system.

Presidential Decree No. PP-436 dated 12/22/2022 "On measures to improve the effectiveness of reforms aimed at the transition of the Republic of Uzbekistan to a green economy by 2030" provides for the creation and development of a transparency system for monitoring, reporting and verification of greenhouse gas emissions (MRV system) on a national scale.

The Cabinet of Ministers will approve the Concept of introducing a national transparency system in the transition to a "green" economy in the Republic of Uzbekistan.

The Ministry of Economy and Finance is designated as the national body of the National Transparency System and solves the following tasks:

· effective organization and coordination with industry coordinators;

· every 5 years, starting in 2025, the definition of national commitments to reduce the effects of climate change based on the assessment of economic and social impacts under the Paris Agreement;

· monitoring the completeness, reliability and quality of information provided in accordance with the requirements of the MRV system;

· coordination and regulation of greenhouse gas emissions reduction in economic sectors;

· development, implementation and maintenance of the MRV system;

· implementation of the national register of greenhouse gas emissions reduction, coordination of greenhouse gas reduction at the national and international levels, ensuring the fulfillment of international obligations, taking into account primarily national interests.

By December 1, 2024, it is planned to launch the online platform of the National Transparency System and integrate it with the online platform "Green Economy".

The updated composition of the Interdepartmental Council for the Coordination of measures for the transition to a "green" economy in the Republic of Uzbekistan has been approved.
