It was noted that the rights and obligations of the road owner, the obligations of vehicle owners to ensure road safety and the rights of drivers working under an employment contract are determined by separate articles.

The senators also paid special attention to the organization of traffic on the repaired sections of the road. In particular, according to the law, when carrying out reconstruction, major repairs or repairs of road sections, the carriageway on these road sections may be restricted or closed for travel by no more than 50 percent. If it is necessary to close the carriageway on road sections by more than 50 percent, a detour of these road sections should be provided.

The law provides that decisions on the construction of parking lots within the established boundaries of territories adjacent to apartment buildings are made by local government authorities in accordance with the approved documentation on the layout of the territory. At the same time, construction works are carried out in accordance with the procedure established by town-planning norms and rules. It was noted that the placement of parking places is carried out taking into account ensuring environmental safety and reducing the negative impact on the environment, health and well-being of the population.

The law provides that separate places are allocated for vehicles powered by an electric motor and in such places it may be possible to connect to electric power sources.

Also in the Law, a separate article defines the requirements for paid parking places, the rights and obligations of their owners.

The meeting focused on the rights and obligations of road users. It was noted that the Law defines the norms granting the right to drive vehicles and the requirements for driver training, as well as in which cases the right to drive vehicles can be terminated.

It was emphasized that this Law serves to ensure the safety of our compatriots on the roads, to establish proper and systematic traffic, to introduce effective interaction between authorities, as well as to protect the rights and interests of road users.

The law "On Road Traffic" was approved by senators.
