    In the decree of the President of the Republic of Uzbekistan "On measures to increase soil fertility and yield, support the introduction of new irrigation technologies in cotton areas", there is a clause on the provision of tax benefits for carrying out measures to increase soil fertility and protect against erosion.

    It also provides for the allocation of subsidies for the implementation of measures for the restoration, re-introduction of land into agricultural circulation, new development, reclamation and reclamation of agricultural land and partial exemption from land tax.

    In particular, in 2022-2023, subsidies of 1 million soums per hectare of land are allocated to land users (including clusters) as an experiment. At the same time:

    70% of the calculated subsidy is allocated for carrying out, first of all, measures to increase soil fertility and yield of cotton areas;

    the remaining 30% of the subsidy is transferred after the yield increases by an average of 15% compared to the previous season and is displayed in the analytical information of the State Statistics Committee.

    The experience of allocating subsidies will be tested in the selected 13 districts of each region and the Republic of Karakalpakstan.

    It is worth noting that tax benefits for increasing soil fertility and cotton yields are applied to land users whose soil fertility has increased based on the results of the soil bonification analysis. At the same time, for land users, the land tax rate is reduced by 25% if the soil bonus score of the land plot has increased to 3 points in relation to the current bonus score; it is reduced by 5% if it has increased by 3 points or more. The land tax benefits are valid for 3 years.

    Specialists of the Ministry of Agriculture of the Republic of Uzbekistan and research institutes will give their recommendations to farmers of pilot districts on carrying out agro technical measures depending on the state of fertility and the level of soil availability of nutrients, weed control and seed sowing based on scientifically sound agricultural recommendations.

    Work will be carried out on drawing up a scientifically based plan for the correct placement of cotton varieties, taking into account the soil and climatic conditions of the regions.

    To date, the Ministry is working on the development of the procedure for allocating subsidies, a list of documents that will become the basis for consideration of appeals, the formation of a list of land users who are allocated a subsidy for measures to increase soil fertility and yield of cotton areas.

    In the future, based on the analysis of the results, proposals will be prepared to extend this experience to other regions of the republic.
