The participation of manufacturers, importers and other business entities will be voluntary, and the service for the provision and traceability of labeling codes for this category of goods during the voluntary labeling period will be carried out without charge.
According to expert estimates, most of the biologically active additives sold in Uzbekistan are in illegal circulation. The lack of effective control mechanisms for the import and sale of this product category poses significant risks to consumer health, as well as leads to significant economic losses for the state.
One of the main reasons for the current situation is the high level of customs duties, which makes officially imported dietary supplements less competitive than illegal products. As a result, the market is dominated by counterfeit and unregistered goods that do not meet the requirements of national standards and technical regulations.
In accordance with Decree of the President of the Republic of Uzbekistan No. UP-13 dated January 28, 2025 "On additional measures to accelerate the development of the pharmaceutical industry", a number of measures are envisaged to regulate and expand state supervision over the production and turnover of biologically active additives, since this category of goods is often advertised and sold to the public as an equivalent alternative to taking medicines. At the same time, there is no conformity assessment for the effectiveness and safety of their regular intake. This mechanism will ensure transparency in the turnover of dietary supplements and strengthen control over their import, sale and use, as well as minimize the spread of counterfeit products.
The implementation of the digital labeling system is aimed at achieving such goals as:
- ensuring consumer protection from non-certified, falsified and potentially dangerous dietary supplements by controlling the origin and quality of products;
- creation of a single transparent accounting and control system for the import, storage, turnover and sale of dietary supplements in the republic;
- reducing the share of the illegal market, which will help increase tax revenues and ensure fair competition among market participants;
- increasing trust in official manufacturers and importers, creating favorable conditions for international suppliers and developing a transparent market for dietary supplements.
