In accordance with the decision of the head of state, a legal experiment has been introduced in the field of anti-corruption since the second half of 2025. Within its framework, the compliance control unit of the Ministry of Health, along with other departments, operates under the jurisdiction of the Anti-Corruption Agency.
In a short period of time, thanks to joint work and increased internal control, the healthcare system has managed to increase the level of openness and accountability, as well as achieve significant results in preventing corruption risks.
Reducing the number of offenses
According to the agency, the number of corruption crimes in the industry has decreased.:
· in 2024 - 527 cases,
· in 2025 - 498 cases, which is 29 cases (5.6%) less than a year earlier.
International standards and control of interests
The Ministry of Health has received the ISO 37001:2025 "Anti-bribery management systems" certificate, which is the first time this international standard has been implemented in the medical field of Central Asian countries.
1,280 cases of conflict-of-interest risk have been identified:
· 227 employees were relieved of their posts,
· 485 employees were transferred on a rotating basis.
In addition, 9,842 managers and financially responsible persons submitted annual declarations of conflict of interest.
Economic impact and identified violations
The public procurement system has introduced a mechanism for monitoring warranty obligations for medical equipment and reviewing prices for works and services. As a result:
· 247 billion soums were saved, and 10 billion soums worth of over-planning was prevented.
· During the inspections, 3 cases of material damage totaling 5.5 billion soums were identified, for which criminal cases were initiated.
Also, about 100 million soums of illegally paid funds were returned to the state budget.
Responsibility of officials
For improper implementation of corruption prevention measures:
· 91 officials have been disciplined,
· 11 people were brought to administrative responsibility,
· 15 people were dismissed,
· and 3 criminal cases were initiated.
Digital tools and interagency collaboration
Through an electronic platform "E-Anticor.uz " compliance with the legislation on conflict of interests has been verified, 366 corruption risks have been identified.
To promptly identify violations, an information exchange mechanism has been established between the Anti-Corruption Agency, the Supreme Court, the Ministry of Internal Affairs, the Accounting Chamber and the Competition Development Committee.
Expansion of the monitoring system
The corruption risk map has been updated - the list of high-risk areas and positions has been expanded to 49 positions (26 in 2024).
Field inspections were conducted in 72 medical institutions of the regions, and the practice of anti-corruption expertise of regulatory documents was introduced.
During the reporting period, the examination was completed:
· 11 draft laws,
· 36 documents of the President and the Cabinet of Ministers,
· 27 departmental acts.
The Anti-Corruption Agency notes that the measures taken are aimed at systematically reducing corruption risks, increasing transparency and effective management in the healthcare sector.
