It was noted that during the preparation for the second reading, the project was further improved based on deputies' proposals and feedback from relevant ministries and agencies. According to the draft law, administrative liability is intended to be established for the following actions:

  • Using profanity or obscene language through telecommunication networks or the Internet;
  • Importunity to citizens;
  • Online actions that disturb public order and tranquility;
  • Distributing materials that promote participation in military conflicts;
  • Disseminating information about an offense committed by an individual through mass media or the Internet;
  • Illegal actions related to property seized during enforcement proceedings.

It was emphasized that these changes will serve to raise legal culture in the information space, ensure the tranquility of citizens, prevent offenses, and eliminate existing legal gaps. During the discussions, deputies highlighted that this draft law is of great importance in strengthening legal order in society, enhancing compliance with ethical norms in the information space, protecting the honor and dignity of citizens, and effectively applying preventive mechanisms.

The draft law was adopted and sent to the Senate for consideration.
