At the beginning of the meeting, the Minister presented to the heads of HEU the new composition of the ministry, subordinate organizations, managers and officials.
The need for each higher educational institution to develop its own code of ethics, which should reflect the characteristics of a particular HEU, the status, obligations and responsibilities of teachers and students, is emphasized. Each higher educational institution is recommended to use any of the directions of literature, art, music to increase the spirituality of students.
The Minister also expressed the opinion on the need for an individual approach to work with troubled youth and talented students, as well as the development of mechanisms to encourage them. The issues of individual participation in the training of each student, the development and establishment of a mechanism for regular communication with them were discussed. The necessity of systematic implementation of the tradition of sending talented students to foreign HEU for short-term internships is noted.
At the same time, focusing on improving the status of rectors, each head should increase his scientific activity, create an original program in his field, lecture students, publish monographs abroad," I. Abdurakhmanov said.
It was noted that not only the rector, but also the professor should have his own lecture cycle. Each professor has two teaching assistants (research assistant and teaching assistant), who, helping to improve the quality of lectures, will also monitor the level of assimilation of lectures by students.
Special attention is paid to the issue of attracting doctoral students to the educational process and improving the material and technical base of institutions in order to improve the quality of education in vocational educational institutions.
The necessity of developing programs for sending talented students, young teachers and doctoral students to study and gain experience in leading foreign educational institutions, as well as using the "English for Science" platform created for young scientists and promoting it everywhere was noted.
The expediency of activating the activities of academic councils of higher educational institutions and using the "Proofreading" service for the publication of articles by scientists in prestigious foreign publications was also emphasized.
Rectors were reminded of their personal responsibility in financial matters of the university they head. The necessity of paying special attention to the organization of students' accommodation, ensuring the use of alternative energy sources, the readiness of classrooms and student dormitories for the next academic year is emphasized.
