Kongratbay Sharipov: "Our main goal is to make our youth professional and raise the quality of education to a new level"

    On April 1, a critical meeting was held under the leadership of the Minister of Higher Education, Science and Innovation Kongratbay Sharipov, dedicated to the implementation of priority tasks and the results of a comprehensive study of the activities of professional educational institutions.

    It was attended by the heads of the central office of the Ministry, heads of system organizations and professional educational institutions.

    It was noted at the meeting that, despite the special attention paid to the development of vocational education, most directors of educational institutions and employees of regional administration’s approach their duties with laziness. Some directors and deputy directors were criticized for not working on themselves, despite the fact that they have been in senior positions for many years, for not showing enthusiasm and initiative in developing the system, introducing new ideas and ensuring the quality of education.

    As noted at the meeting, in January-February of this year, the Ministry's working group studied the situation in 179 professional educational institutions in the regions. It was noted that the state of effective use of the existing capacities of educational institutions is not at the proper level due to the fact that the heads of professional educational institutions where the study was conducted did not organize the work properly.

    25 educational institutions did not fulfill plans for the 2023/2024 academic year by 70%. 163 non-specialist teachers were allocated study hours by the heads of the studied educational institutions.

    "How can a non-specialist teacher teach students this subject and improve the quality of education without having sufficient knowledge and skills in the subject being taught?" said K. Sharipov.

    Adequate measures were taken against a number of managers who made these mistakes and shortcomings, knowing about the existing shortcomings and turning a blind eye to them, instead of eliminating them. In particular, 5 directors and 48 deputy directors were dismissed, 265 directors and deputy directors were disciplined.

    The meeting also discussed issues of ensuring the employment of graduates, establishing cooperation between vocational education and employers, and improving the quality of education.

    "We can prepare our youth for modern professions and raise the quality of education to a new level by ensuring integration with wider involvement of employer enterprises, beneficial aspects of dual education for employers and enterprises, as well as introducing foreign experience into the system," the minister said.

    At the end of the meeting, in order to solve existing problems in educational institutions that were not included in the study and provide them with methodological assistance, the task was given to those responsible for a comprehensive study of other educational institutions.
