Land plots in industrial zones are put up for online auction with a lease term of at least 10 years, subject to privatization or extension of the lease term after fulfilling investment obligations.
A special export zone "Namangan" is also being created. Raw materials, supplies and components imported by the participants of the Namangan FEZ from abroad are placed under the customs regime of the "free customs zone". At the same time, for the payment of customs duties and the application of economic policy measures, goods located in this territory are considered to be located outside the customs territory.
Raw materials, supplies, components supplied by enterprises of the republic, and services rendered by them to the participants of the Namangan FEZ, are equated to exports. At the same time, the goods sold by the participants of the Namangan FEZ on the domestic market are equated to imports, and the corresponding customs and tax payments are collected for them.
Since June 1, 2025, for participants of special economic zones, imported raw materials, materials and components used for the production and sale of products for export, customs clearance is carried out by placing them under the customs regime of "processing goods in the customs territory" without paying customs duties (except for customs clearance fees).
