The Decree of the President of Uzbekistan "On additional measures for the further development of the housing and mortgage market" dated February 21 defines the main directions of the Program for providing housing to the population through mortgage loans based on market principles in 2025.
Among them are the construction of housing in the regions, consisting of 135 thousand apartments with a total area of 8.1 million square meters, the allocation of mortgage loans in the amount of 20.9 trillion soums to provide financial resources for housing and mortgage markets, the allocation of 700 billion soums from the State budget and 3 trillion soums from the own funds of commercial banks to provide working capital for construction organizations. involved in the construction of multi-family residential buildings in the Yangi Uzbekistan and other massifs.
The number of subsidies for compensation of part of the initial payment and interest payments on mortgage loans has also been increased by 1.5 times. 2.5 trillion soums are allocated from the state budget for these purposes. According to the Ministry of Economic Finance, the program plans to allocate subsidies for mortgage loans to 30,000 applicants.

At the same time, it is stated that the average income of the applicant and/or his close relatives, if indicated in the application, should be from 2.7 to 8 minimum wages (from 3,118,500 to 9,240,000 soums) for residents of Karakalpakstan and regions and from 2.7 to 9.2 minimum wages (from 3,118,500 to 10 626,000 soums) - the city of Tashkent.
It is added that the applicant, including his spouse, should not own a residential building with the right of ownership in the territory of the republic.
