Issues of employment and women's involvement in entrepreneurship discussed in the Senate

    On February 4, 2025, a meeting of the Republican Commission on Enhancing the Role of Women in Society, Gender Equality and the Family was held in the Senate of the Oliy Majlis.

    The meeting was chaired by the Chairman of the Commission, Chairman of the Senate of the Oliy Majlis Tanzila Narbayeva.

    The meeting discussed the fulfillment of the tasks set by the head of state to train women in professions and entrepreneurship, as well as to promote their employment.

    It was noted that important measures are being taken in our country to comprehensively support women, increase their activity, create the necessary conditions for them, especially to reduce poverty, ensure their employment and engage in entrepreneurship.

    In recent years, about 100 regulatory legal acts have been adopted and implemented in order to strengthen the legal framework in this area.

    Thus, based on the experience of the Kirsadak mahalla in Yangiyul district, a new system of training and promotion of women's employment in professions and entrepreneurship has been established in the republic under the leadership of the Chairman of the Senate.

    As a result, a program of measures for 2024-2025 has been developed and implemented.

    Targets for financing women's entrepreneurship projects from the resources of the Reconstruction and Development Fund have been identified.

    In accordance with this, 250 recommended business projects for the development of women's entrepreneurship have been developed through the People's Bank, the Microcredit Bank, and the Business Development Bank.

    In addition, the electronic Project Factory platform has been launched, which provides users with the opportunity to familiarize themselves with recommended business projects, terms of loans allocated by industry, as well as apply for online loans.

    Members of the Senate of the Oliy Majlis, members of the Republican Commission are assigned to the regions, deputies of local Councils to districts, cities and mahallas in order to facilitate timely and high-quality fulfillment of tasks and targets, as well as prompt resolution of identified problems on the ground.

    As a result, in 2024 alone, 251.4 thousand women were employed in permanent jobs, 54.5 thousand were involved in community service, 177.1 thousand were trained in professions and 147.3 thousand in entrepreneurship.

    At the same time, 55.1 thousand women received 289 billion soums of subsidies and their employment was ensured. 206.6 thousand women received preferential loans in the amount of 3 trillion 472 billion soums to establish and expand entrepreneurial activities.

    Along with the positive work done, the meeting critically analyzed the execution of some instructions on ensuring women's employment.

    In particular, it was noted that some mahallas do not adequately provide permanent employment for women, their involvement in community service, training in professions and entrepreneurship based on the mahallas' drivers.

    It was emphasized that commercial banks should assist in the development of business projects of initiative women, monitor the implementation of projects throughout the year, maintain a constant dialogue with women entrepreneurs and solve their problems.

    Information was provided by the heads of responsible ministries and departments, commercial banks, and regions about these shortcomings, and instructions were given to take measures to eliminate them.

    The meeting also focused on the upcoming work of the Republican Commission.

    In particular, tasks have been identified to reduce informal employment, draw attention to able-bodied unemployed women with disabilities, expand women's enrollment in high-paying and modern professions in demand on the labor market, and involve them in entrepreneurial activities based on regional growth drivers.
