It was noted that in our country, the system of ensuring the constitutional rights of citizens with regard to freedom of conscience and religious beliefs, and their support from the state, creating wide opportunities for citizens to make the Umrah pilgrimage, is being improved. However, the lack of clear legal mechanisms for organizing and holding Umrah events does not allow the rights of pilgrims to be fully protected.
In order to legally regulate the Umra pilgrimage by citizens and ensure the rights of pilgrims, additional provisions have been introduced into the Law "On Licensing, Licensing and Notification Procedures" for the provision of services related to the organization and holding of Umra events.
The mechanisms for creating conditions for the correct and safe performance of Umrah rituals by pilgrims, protecting their rights and legitimate interests abroad and ensuring access to guaranteed services, the safety of funds allocated for public procurement, and their safe storage are also clearly defined.
The draft law was adopted by deputies.
