According to the Ministry of Ecology, Environmental Protection and Climate Change, the debt in 2019 amounted to 74 billion soums, now this figure has reached 581 billion soums.
In 2017, nine large clusters were created on the initiative of the President. However, due to unresolved debt problems, clusters in some regions have gone bankrupt, and only three are operating.
The draft law, considered at a meeting of the Legislative Chamber of the Oliy Majlis, aimed at strengthening payment discipline in the provision of waste collection and disposal services, caused lively discussions.
Minister of Ecology, Environmental Protection and Climate Change Aziz Abdukhakimov provided information on the standards provided for in this project, as well as on the work carried out in the field.
- As part of the reform of the waste management system in our country, measures are being taken to improve the quality of sanitary cleaning services and actively attract entrepreneurs to the sphere, - says A. Abdukhakimov. - There is a need to increase the level of payment discipline for services rendered to the population for the collection and disposal of waste. A low level of payment discipline negatively affects the financial performance of service organizations, slows down the renewal of fixed assets and investments in improving the quality of services.
The draft law introduces amendments and additions to some legislative acts providing for the establishment of legal norms aimed at informing consumers who are in arrears in monthly payments for garbage collection services through short messages (SMS), and in case of non-payment after a debt warning, a temporary restriction on accepting payments for electricity until consumers they will pay off the existing debt.
According to the Minister, tariffs and fees are the main financial source in the field of garbage collection services. To improve the quality of service, it is necessary to purchase equipment worth a trillion soums, build landfills for garbage collection worth 250 billion soums, and purchase containers worth 67 billion soums. An important condition for the fulfillment of these tasks is to ensure payment discipline.
Unfortunately, 70 thousand residents do not pay for garbage collection at all. Thanks to regular SMS sending, an orderly payment system is created. Consequently, the system of disconnecting from electricity for arrears in garbage collection gives its results.
During the discussions, the deputies expressed opinions, comments and suggestions, noted the importance of the project, and also asked a number of questions, to which the Minister and responsible persons of the ministry answered in detail.
It was noted that with the adoption of the bill, payment discipline for waste collection and disposal services will be strengthened, and debt will decrease.
The bill was adopted in the first reading.
