In Uzbekistan, business conditions will be improved for entrepreneurs

    Presidential Decree No. UP-132 dated 30.08.2024 outlines measures to implement the tasks identified in the fourth open dialogue between the President of the Republic of Uzbekistan and entrepreneurs.

    Based on proposals and initiatives aimed at solving systemic problems raised in 12 thousand appeals received as part of the open dialogue between the President and entrepreneurs, held on August 20 this year, approved:

    List of draft legislative acts to be developed;

    A plan of practical measures.

    The document establishes the procedure according to which, from November 1, 2024, all commercial banks and microfinance organizations are involved in supporting small and medium-sized businesses on the basis of state programs. They are allowed, at the expense of their own resources, to increase up to 300 million soums the size of unsecured micro-loans (allocated to small businesses in the amount of up to 100 million soums as part of a comprehensive program of continuous support for small businesses implemented on the basis of Presidential Decree No. PP-306 dated 09/14/2023).

    It is planned to develop a draft law on exemption from VAT from January 1, 2025 on the sale of empty non-agricultural land plots at electronic online auctions based on ownership rights.

    By November 1, 2024, business entities, when making prepayment for electric energy and natural gas, must increase the contractual limits on the volume of electricity and natural gas consumption and reduce by at least 10 times the amount of additional payments for electricity and natural gas consumed in excess of the contractual limits.

    It is also established that when reimbursing VAT amounts for export transactions:

    · taxpayers are not required to provide shipping documents to the tax authorities with a mark of the customs authority located at the checkpoint from the customs territory of the Republic of Uzbekistan confirming the shipment of goods to the destination country;

    · The information of the customs authorities on the movement of goods across the customs border, provided to the tax authorities through electronic data exchange in real time, is the basis for confirming the export of goods.

    The decree reduces the income tax rate for public catering enterprises by 50% for the period from January 1, 2025 to January 1, 2028.

    From October 1, 2024, business entities providing tour operator and hotel services, from January 1, 2025 - catering services, until January 1, 2028, a system for refunding part of the VAT paid from the republican budget is being introduced monthly until the 25th in the following amounts:

    catering enterprises, if part of their monthly turnover in non-cash form (via payment terminals or mobile payments) amounted to:

    - more than 60 % - in the amount of 40 % of the amount of VAT paid to the budget;

    - less than 60 % - in the amount of 20 % of the VAT paid;

    - business entities providing tour operator and hotel services - in the amount of 20% of the VAT paid.

    From November 1, 2024, a Register of high risk factors for human life and health is being introduced in a publicly accessible format, and from January 1, 2025, the suspension of business entities by regulatory authorities is allowed solely on the basis of factors included in the Register.
