It was noted that large-scale reforms aimed at the execution of judicial acts and acts of other bodies are being carried out in the country.
In particular, the introduction 3 years ago of a simplified procedure for exemption from payment of the remaining part of the fine in case of voluntary payment of 70% of the fine within 15 days has shown its positive effect.
However, the non-application of this simplified procedure in relation to court decisions, as well as the high fines imposed for some administrative offenses, in practice created economic difficulties for citizens. This, in turn, caused difficulties in the voluntary payment of administrative fines.
This Law establishes that in case of voluntary payment by the offender of 50 percent of the fine amount within 15 days or 70 percent of the fine amount within 30 days from the date of delivery of the fine order to him, he is exempt from paying the remaining amount of the fine.
Most importantly, it was emphasized that from now on it is envisaged that this procedure also applies to fines applied on the basis of court decisions.
The senators stressed that as a result of the adoption of this Law, it will be possible to save money and simplify the system of execution of fines by creating additional amenities for citizens when paying administrative fines and achieving further simplification of the system of execution of fines.
At the end of the discussion, the Law was approved by the senators.
