    Today, on December 12, 2024, a regular meeting of the Council of Heads of Government of the Commonwealth of Independent States was held in Moscow.

    The meeting was attended by Prime Minister of the Republic of Azerbaijan Ali Asadov, Deputy Prime Minister of the Republic of Armenia Mher Grigoryan, Prime Minister of the Republic of Belarus Roman Golovchenko, Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, Chairman of the Cabinet of Ministers – Head of the Presidential Administration of the Kyrgyz Republic Akylbek japarov, Chairman of the Council of Heads of Government, Chairman of the Government of the Russian Federation Mikhail Mishustin, Prime Minister of the Republic of Tajikistan Kohir Rasulzoda, Permanent Plenipotentiary Representative of Turkmenistan to the statutory and other CIS bodies, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Republic of Belarus Nazarkuly Shakulyev, Prime Minister of the Republic of Uzbekistan Abdulla Aripov, Secretary General CIS Sergey Lebedev.

    The agenda of the meeting included 10 items. The heads of government exchanged views on topical issues of economic cooperation in the Commonwealth of Independent States, the press service of the CIS Executive Committee reports.

    The meeting participants also approved a Memorandum of Cooperation in the field of digital transformation of the transport complex. The document is aimed at expanding and deepening cooperation in this area, primarily at creating the necessary and sufficient conditions for institutional and infrastructural transformations to build a digital transport infrastructure.

    In accordance with the provisions of the Memorandum, cooperation between the CIS states will be aimed at promoting digital sovereignty through the creation, application and development of digital platforms and solutions, the formation of mutually beneficial cooperative ties aimed at developing the information space in the transport industry. The countries will strive to create a modern information infrastructure of the transport complex in the Commonwealth.

    The members of the Council of Heads of Government of the CIS signed an agreement on cooperation in the development of civil shipbuilding and the production of marine components. Within the framework of the Agreement, experience will be exchanged on stimulating measures of state support for civil shipbuilding and the production of ship components, priority placement of orders for these products, development of public-private partnership in order to accelerate the modernization of the civil shipbuilding production base in the CIS countries and improve its technical level, the formation of favorable conditions for the formation of joint ventures by business entities, consortia and joint research centers in the field of civil shipbuilding and production of ship components.

    An agreement on training personnel for penitentiary services was also signed. The document provides for the training of relevant specialists in educational programs of higher education - bachelor's degree, specialty, master's degree, adjunct studies, as well as additional professional programs.

    The relevant Cooperation Development Program for the period up to 2030 and the Action Plan for its implementation are aimed at dynamic interaction of the Commonwealth member States in the field of groundwater exploration and protection, exchange of open data and knowledge about them, monitoring of transboundary groundwater bodies, assistance to the development of human resources, education and training in the field of hydrogeology. signed by the Council of Heads of Government of the CIS.

    The implementation of the documents will contribute to improving the efficiency of the use of groundwater resources, ensuring the water safety of citizens and society, including improving the safety of the population and territories from natural and man-made emergencies, improving legal regulation in this area, introducing best practices in the management of groundwater resources, creating mutual benefits of a transboundary nature and enhancing cooperation on the principles of partnership.

    The meeting participants adopted a Plan of priority measures in the field of humanitarian cooperation for 2025-2026. The document consists of 10 sections, including more than 200 events, and is designed to coordinate multilateral cooperation in the fields of education, science, culture, information and mass communications, book publishing, book distribution and printing, sports and healthy lifestyle, tourism, and youth work.

    The plan takes into account the holding in the CIS in 2025 of the Year of Peace and Unity in the Fight against Nazism, dedicated to the 80th anniversary of Victory in the Great Patriotic War and in 2026 - the Year of Health Protection.

    In addition, issues related to obstacles in mutual trade of the CIS member states, financial support for the activities of the bodies of the Commonwealth of Independent States were considered at the meeting of the CST.

    It is planned that the next meeting of the Council of Heads of Government of the Commonwealth of Independent States will be held on May 30, 2025 in Dushanbe.
