An Uzbek-French University is being established to strengthen educational relations between Uzbekistan and France, and to train personnel based on educational programs of French universities.

On March 12, 2025, the Governments of Uzbekistan and France signed a cooperation agreement providing for:

·        The Ministry of Higher Education, Science and Innovation from the Uzbek side and the Ministry of Higher Education, Research and Space from the French side are the founders of the University.;

·        A consortium of French universities is involved in the process of establishing and operating the University. The Universities of Poitiers, Rennes, Le Havre Normandy and Lumiere Lyon 2 are included in the consortium.

The tasks of the consortium:

·        assistance in the organization of the educational process at the University, the processes of developing curricula, programs and materials, as well as the admission of students and the selection of teachers;

·        identification of funding sources for sending University students and faculty members to France;

·        simplification of the use of their databases, including the electronic database of the library fund, for university students;

·        assistance in the accreditation of university educational programs in the French Republic.

The University's decisions on administrative and financial issues are made by its Board of Trustees, whose composition is formed by the Uzbek and French sides on the basis of equality.

The parameters of admission to the University, the amount of the paid contract, the procedure for admission to study and the certification of graduates are determined by the Board of Trustees of the University.

The University implements staff training at the initial stage in the master's degree, then gradually in the bachelor's and doctoral degrees, as well as preparatory courses for admission to the University.

At the University, the educational process is carried out on the basis of a targeted state grant, as well as a paid contract.

Graduates of the University are awarded a university diploma and/or a diploma from a consortium of the relevant university in France, whose educational programs have been accredited in the French Republic. At the same time, the diploma issued to graduates is recognized in the Republic of Uzbekistan.

Sources of funding for the University's activities:

·        State Budget funds allocated to the Ministry of Higher Education, Science and Innovation for the education of students on the basis of a state grant of no more than 30% of the total number of students accepted to study at the University;

·        funds received from students' education on a fee-and-contract basis;

·        extra-budgetary funds from universities that have a need for master's degree personnel in the specialties prepared at the University;

·        grants, charitable donations, and other sources that are not prohibited by legislation.
