On April 18, the international conference "The Essence and significance of Constitutional reform: New Uzbekistan - Updated Constitution" was held in the capital's Congress Hall.

The forum, organized by the Institute of Problems of Legislation and Parliamentary Studies under the Oliy Majlis, Tashkent State Law University and the Center for Analysis of Democratic Processes, was attended by leading domestic and foreign politicians, state and public figures, experts and scientists, as well as representatives of reputable international organizations.

The international event included several sections where the most important and topical issues of the constitutional reform of Uzbekistan were discussed."

During the forum, Polish statesman and politician, ex-President of Poland Alexander Kwasniewski, in an interview for the news agency "Doone", noted that the Constitution of Uzbekistan is the foundation of the country.

"The Basic Law is a document that organizes us all," Alexander Kwasniewski said. - We know what is possible, what is impossible, what to expect from the state, we know what we need to know as a citizen of the state. If we want to live properly and use our rights correctly, we must know our constitution. The population of the country should be confident that the rule of law will not be violated in any way and in any cases, and the law should always work in any situation. Every citizen should exercise his right in a referendum and vote for or against the updated Constitution, which is an integral part of a democratic society."

Leopold Specht, professor at the University of Turin, member of the Scientific Council of the Institute of Global Law and Politics at Harvard University Law School (Austria), noted that the text of the draft Constitution of Uzbekistan is clearly formulated and written in an accessible language.

"This document has incorporated all the principles of human rights," the expert said, "meaning not only political rights, but also economic, social, cultural, and most importantly the right to a decent life. For me today, one of the main aspects in the updated Constitution of Uzbekistan is the guarantee of inviolability of private property. I am sure that the Basic Law of Uzbekistan will become the legal foundation for the further dynamic economic development of the country of Uzbekistan."

Following the results of the conference, the participants noted that an important democratic component of the upcoming constitutional reform in Uzbekistan is the adoption of amendments only by national vote, in order to implement the principle of "Reforms primarily for the individual, to ensure his interests."
