Legal regulation of the sphere of psychological assistance to the population is provided in Uzbekistan

    Today, on September 20, the fifty-seventh plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan began its work in Tashkent.

    It is attended by members of the Senate, the Government, representatives of ministries and departments, members of the Youth Parliament at the Senate and media workers.

    At the fifty-seventh plenary session of the Senate, the Law "On providing psychological assistance to the population" was considered.

    As you know, in recent years, a lot of work has been done in the country to train teachers in the field of psychology and support the activities of practicing psychologists.

    In 10 higher educational institutions of the republic, personnel training has been established in the areas and specialties "Psychology", in 19 higher educational institutions – in the areas and specialties "Pedagogy and Psychology", in higher medical educational institutions - in the specialties "Medical Psychology" and "Medical psychotherapy".

    Currently, more than 2.5 thousand teachers-psychologists work in the pre-school education system, and more than 13 thousand in general education schools.

    At the same time, the activity of providing psychological assistance in private through counseling in the field of psychology, conducting studies, trainings, seminars in online and offline formats is also widespread.

    The Law establishes the basic principles, tasks, types, forms and standards of psychological assistance to the population.

    The law stipulates that standards for the provision of psychological assistance must be developed and approved by the Ministry of Health, and the head of a legal entity engaged in psychological assistance activities must have a higher education in psychology.

    It provides for the establishment of the rights and obligations of participants in the field of psychological assistance, clarification of the categories of persons who receive free psychological assistance, and the creation of legal foundations for the activities of professional associations in the field of psychological assistance to the population.

    It is also established that persons with higher education in another field of education other than psychology, before engaging in psychological assistance activities in private, must undergo retraining in psychology.

    The Code of Administrative Responsibility includes additional norms providing for the provision of psychological assistance by a person who does not have such a right, or non-compliance with restrictions established by legislation on the provision of psychological assistance to the population.

    The adoption of this Law serves to create the legal foundations for the provision of psychological assistance to the population, to meet the needs of citizens in receiving psychological assistance, to ensure the legitimate implementation of the activities of psychologists practicing privately.

    After discussion, the Law was approved by the senators.
