As noted at the meeting, the Decree of the President of the Republic of Uzbekistan dated December 7, 2020 "On measures to ensure the true independence of judges and increase the effectiveness of preventing corruption in the judicial system" brought reforms in the judicial system to a higher level. According to the Decree, the main directions of the state policy on ensuring the independence of judges and preventing corruption in the judicial system are defined.
Also, in order to early identify and eliminate the risks associated with the occurrence of corruption cases on the ground, the Supreme Judicial Council has established a Judicial Inspectorate to ensure the integrity of judges and prevent corruption.
According to the analysis, most of the appeals (120) received by the Anti-Corruption Agency in the first half of 2022 were about complaints about court decisions (55 complaints about court decisions in criminal cases, 38 complaints about court decisions in civil cases, 18 complaints about Economic Court decisions, 9 complaints about Administrative Court decisions).
The round table also discussed issues of identifying factors causing corruption offenses in the system, prevention, conducting various studies, organizing trainings on ethics and integrity in the training of judicial personnel, strengthening public control, as well as improving current legislation.
In this regard, the directions of cooperation between the Supreme Judicial Council and the Anti-Corruption Agency were discussed.
In particular, the joint development of regulatory documents aimed at eliminating corruption factors, coordination of the actions of the two sides in order to improve the country's position in the international rankings of the Rule of Law Index and the Corruption Perception Index, as well as the exchange of views on the anti-corruption expertise of existing regulatory documents and their projects aimed at regulating the industry.
In addition, it was stressed that it is necessary to systematically analyze cases of corruption in the judicial system, develop joint measures to eliminate the identified shortcomings and problems.
In order to effectively implement such important goals and objectives, a memorandum of cooperation between the Anti-Corruption Agency and the Supreme Judicial Council was signed within the framework of the round table.
This memorandum includes a number of important goals, such as the joint development of draft regulatory documents aimed at ensuring the true independence of judges and improving the legal mechanism for preventing and combating corruption in the sphere, as well as compliance with the rules of ethics among judicial system employees, the formation of an intolerant attitude to corruption and a culture of combating it, professional development personnel working in the field of anti-corruption, the press service of the Anti-Corruption Agency reports.
