According to article 58 of the Law on Education, state and non-state educational organizations engaged in higher education undergo comprehensive state accreditation for compliance with state educational standards, state educational requirements, and educational programs.
This departmental document establishes 271 indicators used in conducting comprehensive state accreditation of higher education institutions according to 47 criteria in 8 areas.
According to the document, the indicators are assessed as "consistent" or "non-compliant" and are divided into mandatory (19 or 7% - access to indexed databases, implementation of the "anti-plagiarism" system, and others) and general (252 or 93% - encouragement of distinguished tutors, organization of competitions for startup projects and innovative ideas of students and others).
At the same time:
If up to 50% of the indicators are rated as "compliant", the criterion is considered "non-compliant".;
if from 50% to 70% of the indicators are assessed as "consistent", the criterion is recognized as "partially relevant".;
If 70% or more of the indicators are rated as "appropriate", the criterion is recognized as "appropriate".
If a mandatory indicator is assessed as "not compliant", then regardless of the overall result, the criterion is considered "not compliant".
