From January 1, 2023, the "E-patrol" system will be gradually introduced, and the practice of delivering a citizen to the police department to establish his identity will be canceled. All data will be checked online, and the patrolman's activity will be recorded on a body camera.

When stopping a person, the employee is obliged to explain the reasons and grounds for this. Identification is carried out by checking identity documents or the "E-patrol" system in cases where there are grounds:

  • suspect that a person has committed a crime or an offense, or is wanted;
  • to assume that a person may know about a committed crime or offense;
  • consider that there are other legitimate grounds for detaining a person.

A citizen who does not have an identity document with him is delivered to the internal affairs body in the following cases:

  • if his identity cannot be established online;
  • when identifying wanted or missing persons;
  • when resisting in the process of identification;
  • when detained at the time of committing an offense in a public place.

The document was published in the state language in the National Database of Legislation and entered into force on 22.07.2022, the legal portal "Norma" reports.
