Priority areas of reforms:

implementation of emergency early warning and mitigation activities at the mahalla level;

introduction of new standards and techniques for emergency prevention, risk management and timely elimination of man-made accidents at energy facilities, large-scale production, construction and services;

revision of the requirements and norms of state control;

widespread adoption of AI, robotics and modern digital technologies, integration of information systems of authorities responsible for the prevention of these situations into a single technological platform;

creation of a holistic and continuous training system based on dual education for targeted training, retraining and advanced training of personnel and managers of all levels of emergency management bodies;

organization of targeted scientific, innovative and experimental research in the field of emergency monitoring and forecasting, as well as protection of the population and territories from threats of natural disasters, man-made accidents and fires.

In order to reduce duplicate functions in the management of the sphere, it was decided to transfer the Service for Managing Impacts on Hydrometeorological Processes from the structure of the Ministry of Emergency Situations to the Agency for Hydrometeorological Service under the Ministry of Ecology, Environmental Protection and Climate Change.

Also, the powers of the Ministry of Emergency Situations to register (de-register), re-register small vessels, issue ship tickets, side numbers, ship driver's certificates (duplicates), and conduct initial and annual (repeated) technical inspections of vessels are transferred to the Transport Supervision Inspectorate under the Ministry of Transport.

Starting from November 1, 2025, 100% of the fines applied for violating fire safety requirements will be sent to the off-budget fund of the Ministry of Emergency Situations.
